A site engineer walks the works with a 360° camera on a hardhat mount. That is the whole field procedure: no tripods or scan stations, and nobody has to stand still.

The same path, every week, so every location is photographed from a comparable position on every date. Without that consistency, two weeks would not line up.
A 20,000 m² plate takes roughly half an hour. Full towers are covered in a morning, without interrupting a single trade.
Corridors, shafts, plant rooms, basements: anywhere a person can walk gets recorded, including the spaces drones and fixed cameras never see.
Why it holds up
Most site photography fails as evidence because it is occasional, and framed by whoever happened to be holding the phone. Capture that holds up in a payment meeting has to be routine and complete, taken the same way every time regardless of who is walking. That is a question of procedure, not megapixels.
